the British did it via Lord Balfour's declaration .
As for the Ottomans they did not mind new jewish emmigrants who brought western-technical-scientific-knowledge.....and capital!! the Otmmonan empire was huge and was not Turkish in its majority , thus it did not bother the Ottomans.
it is actually common-knowledge.
